In a medium bowl, mix the refried beans and taco seasoning until well combined. Spread the mixture evenly onto a large serving platter.
In another medium bowl, mix together the cream cheese and sour cream until smooth. Spread this mixture over the refried beans.
Spoon the salsa over the cream cheese layer, spreading it evenly.
Layer the chopped tomatoes, green bell pepper, green onions, and shredded lettuce over the salsa layer.
Sprinkle the shredded Cheddar cheese over the vegetables.
Garnish the top of the dip with the drained black olives.
Serve immediately with tortilla chips or cover and chill until ready to serve.
